Renard founded Management and Engineering Technologies International, Inc. (METI) in 1994. Under Renards’s leadership, METI experienced steady growth and has earned several prestigious awards in support of federal agencies to include the U.S. Army, Navy, Air Force, FAA, and USDA. Prior to founding METI, Renard was part of the senior leadership team that participated in the revenue growth of a privately held firm, to the point where the company was acquired by a publicly held corporation.

Renard is very committed and passionate about his community and gives his time to a number of organizations. He is currently serving as a board member of the Dallas Federal Reserve Bank, he previously served as the former Chairman of the Board for the Federal Reserve Bank of Dallas, El Paso Branch; Former Chairman of the Board of the El Paso Hispanic Chamber of Commerce; serves as the Immediate Past Chairman of the Texas Lyceum; he was the 2017 President of the Texas Lyceum; a former member of the UTEP College of Engineering Advisory Board; was a member of the UTEP President’s 2014 Centennial Commission; Serves on the governing board for the Hospitals of Providence (Transmountain and Sierra East Campuses); graduate of the El Paso FBI Citizen’s Academy; a current member of Trellis Company Board; recipient of the UTEP College of Business Gold Nugget Award in 2013; and proud recipient of the UTEP Distinguished Alumni Award in 2015.

Renard holds a bachelor’s degree in Business Administration with an emphasis in Management from the University of Texas at El Paso.

As Senior Director, Anthony oversees the day-to-day business activities of Effecture, provides overall management for the successful delivery of services to our clients, and fosters Effecture’s company culture and values. He works closely with the management team in analyzing industry trends and executing a business strategy to realize the vision for the company. Anthony earned his Master’s degree in Information Systems Technology Management from the George Washington University School of Business and his Bachelor’s degree in Computer Science from the American University. He is PMP® certified.

Linh Vuong Luc is the company controller who manages the overall direction, coordination and evaluation of the Accounting and Finance Department. She ensures that company-wide accounting procedures strictly conform to all generally accepted accounting principles and assists the management team in creation of policies and procedures. Linh earned her Bachelor’s Degree from the University of California, Sacramento, in Business Administration with a concentration in Human Resources.

For the past twenty years Brooks Vandivort has been passionate about building strong individual relationships that have helped propel the programs and businesses he is involved with to greater success. As current Business Development Manager for Effecture, Brooks brings a wealth of experience in capture strategies, proposal development, and program management to the Effecture team. In addition to a bachelor’s in political science from Hardin-Simmons University and a master’s in public administration from UT Permian Basin, Brooks has continued his professional education with a certificate from the University of Texas McCombs School of Business in Data Analytics and Visualization.
